FSE & MOE English Teaching Flagship Awards
Empower Your Teaching Journey: Learn and Live in Taiwan’s Vibrant Communities
The Foundation for Scholarly Exchange (FSE) is in cooperation with Taiwan’s Ministry of Education (MOE) to help achieve the bilingual policy goal through programs like the ETF and ETF+ Programs. The ETF Program is a renowned scholarship for its strong support systems, professional teacher training advisors, abundant cultural exchange opportunities, and day-to-day assistance.
Grantees in the FSE (Foundation for Scholarly Exchange) English Teaching Flagship Program may solo teach or co-teach with Taiwanese teachers in elementary schools, junior high schools, or universities with support from local coordinators and professional advisors.
Grantees will be invited to submit their preference for the locations they prefer; they are also welcome to continue their grant at the same site (locations are Taipei, New Taipei, Taichung, Changhua, Yunlin, Chiayi, Tainan, Kaohsiung, Pingtung, Yilan, Hualien, Taitung, Kinmen, and Penghu).

Grant Duration
The duration of the grant is 11 months: August 1st, 2025 ~ June 30th, 2026.
Grant Benefits
General Benefits
Round-trip airfare between Taiwan and the USA
Settling-in allowance of NT$26,000 at the beginning of the grant period

ETF
Monthly stipend: NT$53,000 (which includes a monthly benefit of NT$5,000 for professional development for learning Chinese and relevant education certificates)
ETF+
Monthly stipend: NT$63,000 (which includes a monthly benefit of NT$5,000 for professional development for learning Chinese and polishing teaching techniques)
Grant Activities
Summer Training: Assisting the training and other support for new ETAs and local teachers in August.
Workshops: For each 18-week semester, each recipient will participate in at least 3 different weekday afternoon workshops and may be invited to share some teaching resources or teaching demonstrations.
Reports: ETFs will submit at least 3 written reports per semester.
Teaching Observations: Will be held at least once a year.
English/Bilingual Teaching Forum: ETFs will be invited to organize training forums and teacher training programs.
Remote Service Camps: ETFs will be invited to assist and lead the ETAs to organize the content of English/Bilingual Camps in remote areas as community service.
Cultural Events: ETFs will lead and explore the cultural activities in their communities.
Community Service: ETFs shall complete eight hours of community service, which promotes person-to-person connections and genuine contributions to communities, each semester.
Application Eligibility
ETF
Nationality: Applicants must be US citizens.
Education: Applicants must have at least a Bachelor’s degree by the start of the grant.
Teaching Experience (meet one of the following):
Applicants who have received the Fulbright ETA award or ETF award.
Applicants who are currently teaching English in Taiwan or other countries.
Applicants with at least one year of English-teaching experience.
Applicants with a Master’s degree in TEFL or English-teaching-related majors.
Applicants selected from the affiliated universities with FSE.
ETF+
Nationality: Applicants must be US citizens.
Teaching Experience (meet either A or B):
A: Hold a state-issued teaching license or certificate.
*Please note that a substitute teaching license will not be eligible for the ETF+ grant.B: Have taught English courses in accredited schools in Taiwan for more than one year or have served as a full-time teaching assistant for more than one year in public schools that participate in MOE’s program in Taiwan. In addition, applicants must meet both of the following qualifications (1 & 2):
1. Hold a bachelor’s degree or higher in education, English, or related field/TESOL, TEFL, or CELTA certificates approved by accredited universities.
2. Have taken English teaching materials, teaching assessment, introduction to second language learning, and trial teaching for more than 120 hours (distance learning courses shall not exceed two-thirds of the total course hours).

Academic Transcript
The scanned copy of the academic transcript of your highest degree with the school's seal. Format: PDF file.
Degree Certificate (Diploma)
A scanned copy of your highest academic degree certificate or diploma with the seal of the school.
Two Recommendation Letter(s)
A recommendation letter from your latest employers, supervisors, or institution. It must contain the recommender’s name, title, institution, and contact information.
Submission Options:
Upload Directly: If you have received recommendation letters from your recommenders, please upload them directly to the application portal.
Email Submission: Your recommenders can send the letters directly to "ENteaching@fse.fulbright.org.tw". In your application to the portal, provide the following information about each recommender: Full Name, Email Address, Institution/Organization/Company, and Position Title in a PDF file.Copy of U.S. Passport
A scanned copy of your U.S. passport. Please avoid reflection on the photo.
Teaching License/TESOL Certificates/Other Teaching-Related Certificates (for ETF+)
If you are applying for ETF+, you must provide your state-issued teaching license or the TESOL certificate with the course names and the number of hours of virtual and physical courses. If you are currently completing the teaching license or the TESOL certificate program, you need to provide it for us no later than June 30th, 2025.
